Ann L. Chaney has been appointed as an attorney-advisor to the Management Member of the U.S. Railroad Retirement Board (RRB), Thomas R. Jayne. Ms. Chaney had previously served in this position from October 1997 through March 2013.
After leaving the RRB in 2013 she served as regulatory counsel to a small animal food manufacturer based in Harvard, Illinois, advising on various compliance issues related to the Food Safety Modernization Act. In returning to the RRB, she will continue in her prior role of providing analysis and guidance on a variety of financial, management and legal issues affecting the RRB’s benefits and programs.
At the time she originally joined the Management Member’s Office, Ms. Chaney had served as a general attorney at the agency since 1995. Before coming to the RRB, Ms. Chaney had coached the intercollegiate debate team and taught public speaking and persuasion at the College of William & Mary in Virginia, where she was instrumental in developing the oral communication program for freshman students. She is also the co-author of a book on teaching oral communication to elementary school children. As a lawyer-practitioner, Ms. Chaney also taught legal writing and moot court to first year law students, and appellate advocacy to second year law students at Loyola University Chicago School of Law.
Ms. Chaney is a native of Chapel Hill, North Carolina, with degrees from the College of William & Mary (B.A., 1987), Northern Illinois University (M.A., 1989), and Loyola University Chicago School of Law (J.D., 1995).
