Nancy V. Russell has been named Counsel to the Labor Member of the U.S. Railroad Retirement Board (RRB), Walter A. Barrows. The appointment is effective upon the January 2013 retirement of Thomas W. Sadler, who has worked for the Labor Member's office since 2003.

Introduction

The Railroad Retirement Board (RRB) Open Government Plan is a public roadmap detailing current practices that incorporate the principles of the President's January 21, 2009, Memorandum on Transparency and Open Government into the agency's core mission objectives, and the strategy to advance such practices in the future. The Open Government Directive emphasizes the principles of transparency, participation, and collaboration; together forming the cornerstone of an open government.

Overview

The three principles of the Open Government Directive are transparency, participation, and collaboration that form the cornerstone of an open government. These principles were set forth in the memorandum on Transparency and Open Government, issued by the President on January 21, 2009.

Transparency promotes accountability by providing the public with information about what the government is doing.

Under the Railroad Retirement Act (RRA), monthly survivor annuities may be payable to a railroad employee’s widow(er), children, and select other dependents. Lump-sum death benefits may also be payable to qualified survivors.
