RRB Management Member Appoints Monica Deoras as Attorney-Adviser

Monica Deoras has been appointed as an attorney-advisor to the Management Member of the U.S. Railroad Retirement Board (RRB), Thomas Jayne. In this role, she will advise and counsel on a variety of financial, management, and legal issues affecting the RRB’s benefits and programs. Her appointment was effective February 9.

The U.S. Railroad Retirement Board (RRB) appointed Jebby Rasputnis as its Director of Programs, effective November 16.

Ms. Rasputnis oversees all agency operations to process and pay benefits administered by the agency. These include retirement, survivor, disability, unemployment, and sickness benefits. She is also responsible for the agency’s nationwide Medicare contract and serves on the RRB’s Executive Committee, which is responsible for day-to-day operations of the agency and making policy recommendations to the three-member Board.

The U.S. Railroad Retirement Board (RRB) recently relocated its Boston District Office to the John W. McCormack Post Office and Courthouse, 5 Post Office Square, Suite 170044, Boston, Massachusetts 02109. The office opened to the public on October 17.

The previous office was in the John F. Williams Coast Guard Building at 408 Atlantic Avenue. The new location provides a more central location in the downtown area just a few blocks away from the previous office.

During the lapse in federal funding, the U.S. Railroad Retirement Board (RRB) has announced that most ongoing annuity and benefit payments will continue and all RRB offices are expected to remain open.

The U.S. Railroad Retirement Board (RRB) recently relocated its field offices in Cincinnati, Ohio, and St. Paul, Minnesota. In both instances, the offices moved from leased private space into federal buildings, with the new locations within a block or two of the previous ones.

The U.S. Railroad Retirement Board (RRB) recently relocated the Wichita District Office to the U.S. Courthouse Building, 401 North Market Street, Room B-56, Wichita, Kansas, 67202. The office opened to the public on June 27. The previous office was in a commercial office park at 2020 North Webb Road. The new location will provide a more central location in the downtown area.

The Social Security Fairness Act (SSFA), which was signed into law on January 5, 2025, eliminates the reduction previously applied to the railroad retirement annuities or social security benefits of individuals who also receive pensions from work not covered by social security.

The Social Security Fairness Act, signed by the President on January 5, 2025, will end two statutory reductions for railroad retirees, their spouses, and survivors who are receiving public pensions from work not covered by social security. In cases where the reductions applied, the U.S. Railroad Retirement Board (RRB) reduced the tier-I amount of the individual’s railroad retirement annuity, which is a social security equivalent benefit, due to receipt of such a pension.

A recently approved law ended the reduction of unemployment and sickness benefits paid to railroad employees due to a budget sequestration requirement. The Railroad Employee Equity and Fairness (REEF) Act was incorporated into the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025, which the President signed on December 23, 2024.

RRB Appoints De Luca as Chief Information Officer

The U.S. Railroad Retirement Board (RRB) has named Bob De Luca as its Chief Information Officer (CIO).

As CIO, Mr. De Luca will head the RRB’s Bureau of Information Services and its staff of about 100 employees and contractors. In addition, he will be responsible for planning, directing and coordinating the agency’s information technology program, including a comprehensive effort to modernize and re-engineer the agency’s business processes, along with related computer and network resources.
