RRB Appoints De Luca as Chief Information Officer

The U.S. Railroad Retirement Board (RRB) has named Bob De Luca as its Chief Information Officer (CIO).

As CIO, Mr. De Luca will head the RRB’s Bureau of Information Services and its staff of about 100 employees and contractors. In addition, he will be responsible for planning, directing and coordinating the agency’s information technology program, including a comprehensive effort to modernize and re-engineer the agency’s business processes, along with related computer and network resources.

Mr. De Luca will also serve as a member of the RRB’s Executive Committee, which is responsible for day-to-day operations of the agency and for making recommendations to the three-member Board on policy issues.

Before joining the RRB, Mr. De Luca was the Deputy CIO and Chief Technology Officer for the Federal Deposit Insurance Corporation (FDIC) since January 2021. Before joining FDIC, he served as the Acting Director and Deputy Commissioner of the Technology Transformation Services at the General Services Administration (GSA).

Prior to that, he had served as Executive Director of GSA’s Information Technology Centers of Excellence since its creation in 2018. Prior to his service at GSA, Mr. De Luca was the CIO for the Overseas Private Investment Corporation, starting in February 2016. In 2019 and 2020, he was recognized by FedScoop as one of the best bosses in federal information technology.

Concurrently, Mr. De Luca serves as a Lieutenant Colonel in the 175th Cyberspace Operations Squadron in the Maryland Air National Guard where he works extensively with the U.S. Cyber National Mission Force and his state partner teammates.

Mr. De Luca earned a Bachelor of Science in electrical engineering from the United States Military Academy at West Point (1996), and a Master of Business Administration from Drexel University (2005).

A native of Paterson, New Jersey, he currently lives in Columbia, Maryland, with his wife and their two children.

Mr. De Luca’s appointment at the RRB is effective November 3. He replaces Terryne Murphy, who had been the RRB’s CIO since September 2019. Ms. Murphy retired in June 2024 with 30 years of federal and military service.
